Pioneer Telephone Company started our Fiber build in 2017 using funding from the Revised Alternative Connect America Cost Model (ACAM) this funding provided 25Mbps download and 3Mbps upload speed to all of our customers within our territory.
We recently got approved to join the Enhanced Alternative Connect America Cost Model (Enhanced ACAM or E-ACAM) program, this program requires Pioneer Telephone to offer customers upload speeds of up to100Mbps and download speeds of 20Mbps.
Pioneer currently offers our customers internet speeds of 100Mbps download and 50Mbps upload. Our network upgrade from 25x3 speeds to 100x50 was done as part of the E-ACAM build out.

In 2022 The Federal Communications Commission (FCC) mandated that we start performance measures testing. The FCC performance measures testing framework confirms that broadband service subsidized by ACAM meets basic speed and latency performance standards. This mandate states that carriers must test for speed and latency from the premises of active subscribers to a remote test server located at, or reached by passing through, an FCC-designated Internet exchange point (IXP), which is any building, facility or location housing a public Internet gateway that has an active interface to a qualifying Internet Autonomous System (ASN).
All active subscribers withing our service territory are inputted into the High Cost Universal Broadband portal (HUBB). The HUBB conducts automated, real-time validation checks of the deployment data submitted by Pioneer Telephone Company. The system validates that a location’s latitude and longitude coordinates and verifies the locations fall within an area eligible for funding.
Pioneer Telephone has been doing these tests since 2022. We have been in compliance with USCA and the FCC 100% of the time.
Pioneer Telephone Company proudly provides local phone and internet service to LaCrosse, Endicott, Hay, Hooper, Central Ferry, Dusty, Winona, Riparia, and other surrounding areas.
